What I’m hearing from Virginia restaurant folks isn’t “great, now we can sell more cocktails” — it’s relief that the menu can finally breathe a little. A tiny wine bar with anchovies and good butter shouldn’t have to pretend it wants to be a burger joint just to satisfy a ratio on paper.
