Europe has the research talent and increasingly the policy urgency, but a lot of the scaling capital for AI companies still comes from U.S. funds and hyperscalers. That works fine until strategic priorities diverge — then “local AI ecosystem” starts to look more like outsourced infrastructure with European talent attached.
