It is an interesting alternative to the all-or-nothing votes in the other states, so if you live in a red state your blue vote could still count for something. But it also means those votes are in gerrymandered districts, and effectively you gerrymander the presidency.
The system is you get 2 votes for winning the state, then each congressional district gets a single vote. In a way it mirrors the congressional seats each electoral vote represents: 2 statewide votes for your senators, 1 vote for each representative in each congressional district
